Remarks:
The Pensacola is a sparse version of the original Clouser Minnow. Noticeably different is the lack of a tail, and a shiny body and head. It imitates the silverside minnow, a popular food source for speckled trout, sand trout, spanish mackeral, and other surf species. For whatever reason, sparser flies tend to work better in clearer water, and the Pensaclouser is no exception.

Tie in the eyes about 1/4" from eye of hook. Wrap thread back to bend of hook. Tie in one strand of crystal flash. Wrap flash around shank of hook over thread back towards eyes, then tie off. Snip a matchstick thickness of hair off white bucktail. Remove short hairs and/or stack hair in stacker. Tie the hair in front of the eyes with one wrap, then adjust so the end of the hairwing is not longer than twice the hook shank, or about 2 inches total length. When satisfied, secure hair tightly and trim off about 1/8" from eye of hook. Repeat the same process with the chartreuse bucktail as you did with the white bucktail. The chartreuse will go over the white. Next, tie in 4 to 6 short strands of crystal flash on top of the hairwing. Now the wing is complete. Tie in one strand of crystal flash, bring the thread to the hook eye, wrap the flash around the head of the fly to create a shiny head. Secure the flash at the hook eye and finish the fly with a whip finish. Apply head cement to the flash body and the flash head to keep the flash from springing loose. Later, apply 30 minute (2 Ton) transparent epoxy to the body and head to give it endurance against toothy critters.
